Bug Description
After a fresh deployment of openstack base #72, console is not available for instances. Horizon shows "Unable to load console. Please reload page to try again" in instances details or " Error: No available console found. Details" when launching the console form network topology

Mario, thanks for taking the time to file this bug. The console is not enabled by default in the openstack-base bundle.
To enable the console, you'll need to select your console type and configure this in the nova-cloud- controller. For example, to enable the console type of spice you can run:
juju config nova-cloud- controller console- access- protocol= spice
