Bug Description
Currently, upgrade resource against CharmHub is untested. We need to test, and make any necessary fixes, for the following scenario:
1) Deploy, via Charmhub, a charm with a resource that was imported from the Charm Store.
2) Upload an updated resource*
3) Verify that we can run upgrade resource.
* Coordinate w/ the CharmHub folks to get APIs that we can poke.
This bug *only* covers getting upgrade resource to work for charms that have been deployed via the Charm Store, or were deployed via Charm Hub, but imported from the old Charm Store. It does not cover fixing Resources for new style charms.

Testing of `juju refresh` of a charm with resources has passed. Both the charm and its resource where refreshed during the testing.
