Bug Description
Global keyboard settings are set in /etc/defaults/

These settings are not active any more after upgrading from focal to groovy. Same applies if upgrading from groovy to hirsute. The file /etc/defaults/
Same applies for X11-Sessions: all users have their keyboard defaulted to US layout. Any other layouts configured for any user vanishes. Configurations have to be done again as it they never where set.
For all users settings -> Keyboard -> Keyboard Layout is set to use system-wide keyboard settings. This is set to US layout. This seems not changeable at all! If this depends on file /etc/defaults/
There has to be a way to set some other keyboard layout system-wide. Not only for one session or one user! And: this setting shall not be overwritten by upgrading. And it shall not be ignored after upgrading!
