Do not execute filestore to bluestore migration playbook if Ceph cluster is not healthy

Bug Description

The Ceph OSDS migration from filestore to bluestore should only be attempted if the cluster is in HEALTH_OK state because during the process OSDs will be destroyed and recreated.

We should have a check to prevent the playbook from starting if the cluster is not healthy; such a check should be in ceph-ansible as well but to prevent any possibility of data loss is a good idea to check it from TripleO as well
