Bug Description
Tested Evergreen 3.5.2.
Google Chrome.
In the new angular display for Administration > Server Administration > Circulation Recurring Fine Rules, if a Grace Period is not entered, it defaults to 1 Day. It should instead default to 00:00:00.
Recurrence Interval also defaults to 1 Day, but that one makes much more sense.

Confirmed on terran-main (3.12+) during Bug Squashing Week.
The database default for config. rule_recurring_ fine.grace_ period is '1 day'::interval, so potentially, it could be changed there?
Another approach could be to require the field to be entered.
