Bug Description
RESOURCE_NAME and COLLECTION_NAME are incorrectly defined in neutron-lib: https:/
Their definitions should have '_' instead of '-'. This incorrect definition prevents the proper setup in policy FieldCheck, which uses the policy engine match to look for the resource in the API attributes table: https:/
