Angular Providers: Add Delete Provider to the actions menu

In the new Angular Providers, "Delete Provider" should be added as an option to the grid actions menu. If the provider isn't eligible to delete, the operation should fail and the user should get a warning toast. Multiple providers should be able to be deleted at once, with a corresponding pass/fail toast for each.
