Horizon Integration tests Fails with XStatic-JQuery-Migrate 3.3.2.1 Version

After Updating the XStatic-JQuery-Migrate version to 3.3.2.1 horizon integration tests start failing.

I think the error log referred in the bug description is not clear.
The most important difference from integration test failure we had before this bug is that all integration tests fail.

When we ran the horizon integration tests with xstatic-jquery-migrate 1.2.1.2 [1][2], the symptom has changed and we succeeded to pass horizon-integration-tests.

Note that horizon integration tests are still fragile even with xstatic-jquery-migrate 1.2.1.2 and we need to investigate the cause but I believe it is a different issue.
