static-garbage.impure test fails on arm64 with SBCL 2.1.1

Bug Description

Dear SBCL Developers,

The static-garbage.impure test fails on ARM64 with SBCL 2.1.1. Here is the log excerpt from the Debian package build:

         failed with (SB-KERNEL:GENERATION-OF X) = 6."

I forgot to mention that the same test passed with SBCL 2.1.0, see:

it was passing by dumb luck. I'll checkin the fix shortly, but I want to try some other architectures first
