Instructions for FIPS for clouds and containers should be updated with Ubuntu Pro guidelines

Bug Description

This seems to be the official documentation for FIPS installation process when installing on clouds and containers:

With the introduction of Ubuntu Pro, the process for accessing the FIPS packages is different than the classic process. Users should not have to file a support ticket anymore like the instructions mention on https://security-certs.docs.ubuntu.com/en/fips:

1. Determine your Launchpad username by going to launchpad.net/~
2. Request access to the FIPS PPA by logging in to support.canonical.com and following the instructions on the Contact Us tab to create a new case. Please include your Launchpad username in the support case.
3. It may take up to 48 hours, but you will be notified once your access has been granted.
4. Click this link to view your Private PPA subscriptions

```

The PPA for FIPS in Ubuntu Pro is different and there should be documentation on how to access this PPA from inside a container/container build pipeline without having to request credentials from the Canonical support team.
