ControllerParameters is not composable role friendly

Bug Description

A bunch of environment files like https://github.com/openstack/tripleo-heat-templates/blob/master/environments/services/neutron-ovn-dvr-ha.yaml#L30-L31 have:
  ControllerParameters:
    OVNCMSOptions: "enable-chassis-as-gw"

That won't work if you used composable roles and your role is called, say, ControllerOpenstack or ControllerRack1 etc. We should jinja these files and make things a bit more friendly for an operator
