Keepalived unit tests don't mocks properly _is_keepalived_use_no_track_supported() function

Bug Description

Because of the $title, some UT, like e.g. neutron.tests.unit.agent.linux.test_keepalived.KeepalivedVirtualRouteTestCase.test_virtual_route_without_dev_no_track_not_supported are failing on the system where keepalived is actually installed and is newer than 2.0
