Certain role doesn't have to have a certain Red Hat version. One such instance are Ceph OSD. If they use overcloud-minimal they don't need all the subscription and have a broader range of red hat version available to them.
Currently the enforcement of subscription is a all or nothing switch. We need to be able to disable it per role to satisfy all possible architectures.
