Bug Description

Possibly related to bug #1763173

Bug: No pagination information is at the bottom of a catalog search in the staff catalog.

To Recreate: Search for a general topic in the staff catalog that will have a multipage result listing. The pagination navigation is at the top of the page, not at the bottom, requiring a user to scroll back to the top to go to the next page.

Solution: Place pagination navigation at the bottom of the page to streamline workflow.
