Please backport golang 1.13 to Bionic and Xenial

[Impact]

 * Golang 1.13 is not available in Bionic and Xenial preventing SRU-ing LP: #1911454 and related packages.

[Test Case]

 * Install the package and run /usr/lib/go-1.13/bin/go version

[Where problems could occur]

 * The extra packages should not cause any problem, they don't show up in other packages dependencies unless those add them.

looks like there is some sort of zlib issue on xenial (but not no bionic), reported here - https://bugs.launchpad.net/ubuntu/+source/golang-1.13/+bug/1913852
