Bug Description

Using Ubuntu 18.04.5 LTS and Gnome 3.28.2 desktop with all updates in place, have Terminal in right hand launch bar showing several opened windows but it is frozen. Been using Ubuntu 18.04LTS and Gnome 3 for many months now, and noticed that the list of opened windows for an app in the right hand launch bar is very sluggish when right clicked on, and doesn't actually reorder the list of open windows unless you mouse over the list. Currently, for the first time, this list is frozen for all apps from the launchpad. For terminal, I have closed all my terminal windows and yet the window list from the launchpad still shows all of the windows that were opened when I right click on an app in the launchpad. Other apps in the launchpad with multiple windows open (such as chrome browser) is also frozen.

Just as an opinion, I'm not sure the window list previously reordered to most recently used for past versions of Gnome 3. I've been using Ubuntu and Gnome 3 desktop since 2008 (remember "Maverick"?), and never had the kind of problems I am experiencing now with the launchpad and this window reordering. When supporting large number of remote platforms simutaneously, and clicking between them, I normally have used the window list in launchpad in the past, but now find I can easily click on the wrong window in the list because it reorders just as I click. Preference would be that the window list remains in order the windows were opened (don't reorder them dynamically based on LRU), or at least, don't show the list until the reordering is done. It's not what I would consider a valuable feature to a user experienced with having several open windows to the same app and simply causes unwanted sluggishness in the user interface. Or at minimum, provide an easy tweak tool setting for this type of behaviour (List open windows in launchpad by LRU on or off).

In this case, I'll have to reboot or at minimum reload the gnome desktop to unfreeze the launchpad.
