[Impact]

it is proposed to be updated from 2.x to 3.x inside 21.04 circle. The detailed impact can be found on LP: #1895525.

[Test Case]

 * checkout the ubuntu/master branch on wslu GitHub or launchpad repository;
 * Run the autopktest with command "autopkgtest path/to/folder -- null" in Ubuntu 20.04 on WSL1 and WSL2.
 * View the result of the test, it should be passed with 7 Windows Explorer open and 3 webpage open on the default browser.

[Regression Potential]

This is a large version update from 2.x to 3.x. There is currently one known issue LP: #1911379 that is already merged into hirsute. Other potential regressions would be a result of badly generated ~/.config/wslu/, or a badly merged package.

I think it wasn't quite clear that we have a MRE SRU exception for this package - maybe I need to update https://wiki.ubuntu.com/wslu-Updates to make sure we include the link to the exception in the bug description everytime a backport is created. I'll take care of it later.

But yeah, since this is covered by an MRE, I think it should be good to perform a review.
