ifup is iterating over all vlan sub vlan interfaces for ens interfaces

Bug Description
I expect that a single ifup call with just one vlan interface will NOT bring up all sub vlan interfaces too
but on my ubuntu 18.04.02 I do see this

I just added an echo to the /etc/network/ if-pre- up.d/vlan to see the processed vlanIF
Therefore you see IF.VLAN.SUBVLAN .....
