Drag-and-drop does not release if mouse leaves viewport when dragging

Bug Description
When holding down the mouse-button to drag the view, if the cursor
leaves the viewport and is then released, the drag-and-drop is not released,
and when the mouse re-enters the viewport the image will continue
to be dragged, even while no button is depressed.
