Hi,

first reported there https://bugzilla.redhat.com/show_bug.cgi?id=1910842

During openstack overcloud upgrade run --nodes CephStorage the ceph-osd went down.

The docker package was updated and there is a dependency in the systemd service files on the ceph-osd service, causing this one to restart, as no precaution are taken we have a rebalance that start for each osd.

Furthermore it may be that in queens that stage of the update for ceph-osd happen on all osd at the same times which would stop the cluster as we would then restart at about the same time.
