The logs (not a lot are attached) indicate that this is the same issue as
https://bugs.launchpad.net/ubuntu/+source/mysql-8.0/+bug/1853082

Most likely either a local file deletion or non-official repositories (breaking the dependencies that would make mysql-common available).
