Copy and Paste moves whole toolbar visually up (regression)

Bug Description

I have downloaded Pinta 1.8 development for Ubuntu 20.04 from
https://github.com/PintaProject/Pinta/actions/runs/450000006

This is just little visual annoyance, not big problem.

1. Rectangle Select and press Copy from toolbar.
2. From toolbar click on Paste. Now problem appears whole Tools dock gets moved up little bit for few pixels. I think this is because the size of Rectangle Select toolbar is not the same as Move Selected Pixels. In Pinta 1.7 this problem does not appear, so regression. Probably some tiny padding settings are required to make sure toolbar sizes stays the same independent of particular tool selected.

Yeah, this is probably due to some additional padding that the widgets have in GTK3
