Right mouse icon on Gradient, Eraser etc opens "Page 1" selection (regression)

Bug Description
I have downloaded Pinta 1.8 development for Ubuntu 20.04 from
https:/
1. In Pinta use any tool e.g. Eraser and move mouse to canvas.
2. Right mouse click and instead of Eraser right mouse action menu appears with "Page 1", "Page 2" etc. It looks like each "Page" is for one image opened.

This is probably related to 1909565 - I think the right click is probably being intercepted by the notebook (tab) widget that's being used currently.
