Bug Description

The 00-maas-03-install-lldpd script requires a repository with the universe component enabled, which is a huge bunch of software with mediocre status. If maas wants to use lldpd, it should be either preinstalled in the provided image or promoted to main.

One option would be to have the script no-op if lldpd installation fails

LLDPD is optional, MAAS should attempt to use it if available, and skip the test if it's not. This will enable users to not have to mirror the universe repo.
