deleted not update in encryption

I think the value of deleted in the table of encryption should be updated
when deleting an encrypt volume type.

The API of `/v3/{project_id}/types/{volume_type_id}/encryption/{encryption_id}` is not in `openstack volume type delete {encrypt_volume_id}` request.

Should it be added in the request?
