Alert needed when patron's default pickup library cannot be selected

Bug Description
In 3.4 (OPAC and staff client): If a patron has selected a default pickup library for holds, and then that pickup library enables the "OPAC: Org Unit is not a hold pickup library" setting, it won't allow the hold to be placed with that pickup library, but there is no alert or indication why it can't be placed.
Ideally, a message would appear explaining that the library cannot be selected as a pickup location and prompting them to choose a different location.
(In the 3.6 Angular Staff Catalog, the same message is needed, but it is currently ignoring that setting - I'll submit a separate bug for that.)
