left monitor can not be used normaly with left panel on middel monitor

Bug Description

Hi, I got a three-monitor setup which works great.

Middle monitor is set to be primary: working great.

Change the panel from top to left: I can not move any windows to the left monitor
Change the panel from top to right: I can not move any windows to the right monitor
Change the panel from top to bottom: Working great

The screenshot shows how far the window is willing to go.
In all cases, the mouse is able to reach the far side of the screen (also in screenshot)

As far as I understand it, the X windowing system by design does not allow windows to move beyond where a place like a panel is taking space.

If you set a panel not to use a fix space with auto hide then all works correctly.

tested ... yes. automatic hide 'fixes' the issue
