Display containers from all projects in Admin view

Bug Description

At present, when viewing the Admin->Container->Containers panel, the list appears to be filtered by whichever project is currently selected. It would be preferable if this could behave more like the Nova Instances Admin UI which lists instances from all projects, but includes a 'Project' column to indicate which project each instance relates to. This would prevent administrators from having to be members of projects which they wish to view.

This was observed on the Ussuri release.
