keyboard freezes on boot--sometimes

Bug Description
With Hardy:
every 3rd (+/-) boot the keyboard is frozen. Mouse works.
The log shows this line is missing when it is frozen:
Feb 10 17:29:42 pkands-desktop kernel: [ 35.541618] input: AT Translated Set 2 keyboard as /devices/
THe does not appear anywhere is the log.
This pc is fine with 2.6.22 kernels. This was also happening with fedora 2.6.23 kernels some months ago.
This is a HP pavilion s7600y.
