Monasca Grafana upgrade fails

Bug Description

Upgrading Monasca fails while running the task "Stopping all Monasca Grafana instances but the first node", with most hosts reporting:

fatal: [HOSTNAME]: FAILED! => {"msg": "The conditional check 'monasca_grafana_differs['result']' failed. The error was: error while evaluating conditional (monasca_grafana_differs['result']): 'dict object' has no attribute 'result'\n\nThe error appears to be in '/home/stack/venvs/kolla-ansible/share/kolla-ansible/ansible/roles/monasca/tasks/upgrade.yml': line 31, column 3, but may\nbe elsewhere in the file depending on the exact syntax problem.\n\nThe offending line appears to be:\n\n# is upgraded first, we stop all the other ones.\n- name: Stopping all Monasca Grafana instances but the first node\n ^ here\n"}

This is because the task defining monasca_grafana_differs is run on a more limited set of hosts.

Discovered while upgrading to ussuri, probably affects master and victoria.
