CentOS 8 repos got renamed upstream which broke the repo disable/enable logic

e.g.

INFO:kolla.common.utils.base:Error: No matching repo to modify: PowerTools

as `PowerTools` is now `powertools`.

Similarly, all other CentOS repos are now renamed to be in sync with stream.

This is part of the CentOS 8.3 unification plan with Stream:

For all who stumble upon this issue and can't wait for the next release of Kolla, please apply the above patch to your sources. I am also attaching a zipped patch in case you want to avoid navigating Gerrit.

The same problem affect DevStack. I proposed a fix[1] for it as it looks like there we can avoid depending on PowerTools repo.
