Bug Description
[Impact]
The deepest CPU package C-state is PC3 after rtwpci module is loaded.
[Fix]
The fix is from Realtek.
They will upstream this fix with some other fixes later.
[Test]
Verified on RTL8723DE [10ec:d723] wifi card, and it enters PC10 during long idle.
[Where problems could occur]
The fix is pretty simple and small, and just increases the idle/active latency value. Nothing could went wrong in this case.
