Bug Description
maas deb 1:2.9.0~
images were imported and they were not synced to rack controller within 20 minutes time period. It usually takes seconds in our environment to sync
logs and configs

I think we've seen similar issues in the past.
Unfortunately logs don't seem to provide useful info at the moment.
We'll need to add more debug to the code around image sync to figure out why the sync hangs.
