FTBFS on hirsute (missing rpc/rpc.h)

Bug Description

Fails to build with:
fatal error: rpc/rpc.h: No such file or directory
   32 | #include <rpc/rpc.h>

This is due to this file no longer being in libc6-dev, but now in a different location provided by libtirpc-dev.

The configure.in has code to handle this for Fedora, which should be made to work for Ubuntu. The solution is not to check for the release, just if the rpc.h file exists.

I couldn't find how to file the fix for this upstream - there seems to be a repository for snort 3 on github, but nothing for snort 2.
