Running Juju 2.9/edge currently rc3-git I tried:
juju switch controller; juju upgrade-juju and got:
ERROR cloud environ provider provider.

It seems a preupgrade check was added to make openstack upgrades more robust but k8s models were'nt accounted for in the setup of that check.
