Trying to install in dual boot mode with Windows 10, UEFI. Asus laptop with Intel RST (Optane) enabled.

Yes, this bug also affects me and anyone else trying to install Ubuntu onto Apple laptops that use similar SSD hardware /dev/nvme0n1 (or similar).
I would like to volunteer to work with someone to resolve this issue. A little bootstrapping help from a more experienced ubiquity/Grub hacker will go a long way to getting to done.
