Bug Description
deployment of 83 units of a charm which uses a snap (36M in size).
When the application was upgraded to a new version of the charm with a new resource, the download of the snap to each unit was very slow - first 12M arrived in 17 minutes (and still waiting for the rest).
All units are upgrading at the same time which could be generating some load of the controlllers?

I suspect it is the thundering heard problem and juju is not recognising that the exact same resource is being requested by N charms, and thus limiting the download from the store to only one instance, and when that is done, serving the other remaining charms from the controller cache.
