problem with installed package crypto-policies-scripts-20200713-1.git51d1222.el8.noarch with tripleo-ansible molecule jobs due to rhel-8.3 ubi image

While fixing this bug https://bugs.launchpad.net/tripleo/+bug/1905683
with this review https://review.opendev.org/c/openstack/tripleo-ansible/+/763136 alot of the molecule jobs started failing due to pullin RHEL ubi8.3 image.

Below is the list of following jobs are failing with following errors:

Pinning the UBi image to 8.2 fixes the issue.
