backport of amavisd-milter 1.7.1-2

Dear backports team,

I would like to ask if it would be ok for you if I backport the Hirsute 1.7.1-2 version of amavisd-milter to Bionic as the version currently in there is really old and the new one brings in some new features. As Debian maintainer of the package I also plan to do a backport there and so I lowered the requirements accordingly which should make it easier to build it for Bionic. The package has a build-dependency on backports debhelper-compat 12, universe libmilter-dev and pandoc and a pre-dependency on backports init-system-helpers.

Dear backports team,

Debian accepted a backport for buster which had no changes accept adding a new changelog entry I already made a pbuilder test build (twice in a row) for bionic and a user has reported success with running it.
