Upgrade script for Enhanced Print/Email may result in missing environment

The enhanced print/email from the OPAC feature was introduced with bug 1749475.

For sites that have customized the print and email action triggers, the upgrade script will preserve the customized triggers for the brief output, but will create new triggers for the full output.

The upgrade script fails to add the environment for the new triggers, resulting in an Internal Server Error when attempting to print and email from the opac.

I upgraded my test system from 3.3 to 3.6 and can confirm. The temporary bucket gets created but the process dies when it tries to process the template. The data in cbreb is not populated.
