At [1][2] the periodic-tripleo-ci-centos-8-scenario010-ovn-provider-standalone-master and [3][4] the periodic-tripleo-ci-centos-8-scenario010-standalone-master are failing during the overcloud deploy heat stack creation with

This issue was fixed in the openstack/tripleo-heat-templates 14.0.0 release.
