[TB/DMB] Packageset creation for kernel-dkms

Please create the new packageset 'kernel-dkms' with owner 'ubuntu-kernel-dkms-uploaders':

actually, running into some issues adding packages to the packageset; working on this.

I think the DMB as owner needs to add the packages to the set, rather than the TB?

you are right, I added the packages myself, and I'm updating the DMB docs to correct the process steps.
