Software updater fails to update with errors

Bug Description
After installation of Xubuntu Hirsute Daily ISO 19.11.2020 the systems attempts to update software with the message dialog box - Updated software has been issued since Ubuntu 21.04 was issued. Do you want to install it now?
Selecting install now results in the dialog box "Software updater" with no further info.
After a short time (15sec) the a new dialog box opens with the message " System program problem detected ...do you want to report it?
The result is that the software updates are not installed.
I have also tested this on
Ubuntu Desktop Hirsute daily 19.11.2020
Ubuntu Budgie Hirsute daily 18.11.2020 with the same results.
I think this is same issue in an earlier bug report # 1904269 which was originally filed by me against plasma--discover but on second thought should have been lubuntu-upgrade package as far as I can determine.
