Settings for external keyboard and mouse are not persisted

Bug Description
The equipment I'm using is:
- Laptop: Dell XPS 13 9380
- Mouse: Anker AK-UBA 2.4G Wireless Vertical Ergonomic Optical Mouse
- Keyboard: Microsoft Sculpt Ergonomic Keyboard
- Ubuntu version: 20.04.1
I often use an external mouse and keyboard. I have the mouse set to natural scrolling and the speed set to full. For the keyboard I remap Caps Lock to Esc (using Tweaks 3.34.0).
What happens:
When I connect the keyboard and mouse to the exact same USB ports as before I expect the above settings to persist.
What should happen:
The mouse and keyboard settings should persist. If you go to the mouse and keyboard settings, it appears as though they have persisted but in order for those settings to work they need to be toggled off and on again.
Either the settings should actually persist or the mouse and keyboard settings should show the real applied settings, i.e. toggled off.
This bug was not present prior to Ubuntu 20.04
