Losing port aggregate with 802.3ad port-channel/bonding aggregation on reboot

Bug Description

The exactly the same behavior is observed when upgrade kernel to 4.15.0-123-generic.

If we do 'ip link set dev bond2 down' and 'ip link set dev bond2 up', the port with the mismatched ID appears to renegotiate with the port-channel and becomes aggregated.

I ran "apport-collect 1904529" but choosed "V" to view the reports then "C" cancelled sending.
The second time I was trying to run this cmd again to send reports, I've got the error of "You are not the reporter or subscriber of this problem report, or the report is a duplicate or already closed."

Is there another way that I can gather and send reports?

So it's a regression on 4.15.0-123? What was the last working version?

It's not clear what was the previous most recent kernel that the machine was running before the upgrade and reboot, however previous installed kernel on the machines were:

2019
Jun 24 4.15.0-54
Jul 2 4.15.0-55
Aug 6 4.15.0-58

2020
Jun 23 4.15.0-109
Jul 9 4.15.0-112
Oct 21 4.15.0-123 --> last kernel install

possibly previous working kernel was 4.15.0-112, but might have been any of the previous ones.
