Angular Acquisitions: Administration

The Evergreen Community Development Initiative has contracted with Equinox to develop the next piece of the Angular Acquisitions project. This sprint will convert the Acquisitions Administration interfaces, including funds management interfaces.

For anybody who is also testing the Angular selection and order interfaces from bug 1929741, note that there are a couple merge conflicts between the two branches that Bill and I will need to sort out. However, those merge conflicts are relatively minor, so I expect that we'll be able to keep the two branches in harmony without too much effort.
