Bug Description

Snapcraft doesn't seem to accept "license: EUPL-1.2" as a license declaration (see https://spdx.org/licenses/EUPL-1.2.html) in snapcraft.yaml

Tested with latest/stable: 4.3 (5472)

I don't know about snapcraft, but snap pack (and this snapd) license list looks a bit outdated. I'll open a PR with an update to the latest SPDX license list (https://spdx.org/licenses/ shows 3.10 2020-08-03 atm).

snapcraft uses "snap pack" to verify the license as agreed to on https://forum.snapcraft.io/t/development-sprint-march-5th-2018/4345/6
