Angular Catalog: Submit Required after entering Patron Barcode when Placing Hold

When a staff member places a hold on behalf of a patron, if they enter a patron barcode via copy/paste or keyboard, they must click Submit, press Enter, or click elsewhere on the screen before the patron's information and preferences fill in and the Place Hold(s) button will activate.

Bug 1778606 reports a similar issue in the traditional catalog that was fixed in 3.5.

This fix needs to be carried through to the Angular Catalog.
