Got an Error ID: OOPS while trying to "Authorize store uploads"

Bug Description

Trying to authorize and upload a snap build in launchpad with the wrong registered name caused 2 confusing issues:

1) Using "Authorize store uploads" and trying to continue on the next screen failed with an Error ID: OOPS message
2) Trying to enable Automatic uploads just showed a red message saying there was an error

The name I was trying was actually unregistered. Editing the snap to fix it to a registered name and to enable the automatic upload, and then saving it did redirect me to the SSO authorization page with no errors.

Expected result:
If the name is unregistered:
1) it would be better to have a clear message about that in the "Edit snap package" page, not a message saying something went wrong with the store.
2) It should never trigger an Error ID, instead a clear message indicating that the name is not registered should be shown.
