Accessibility and clarity issue with batch uploader interface

Bug Description
In Vandelay in 3.4, the new interface is spiffy but it is difficult to discern when the Upload, Save As New Template, Mark Template as Default, and Delete Template buttons are active or not. It's also difficult to quickly and easily tell which options are required/need user input. This is an issue for users with typical color vision, and even more so for colorblind users.
To address this, I propose two changes to the batch importer interface: changing the look of the buttons when they are inactive so that it's very clear when they are inactive, and adding an alert symbol next to required items instead of relying on small green and red indicators. I worked with a colorblind colleague to make sure the suggestions in the attached image are clear and accessible, incorporating symbols and patterns where appropriate rather than relying only on color.
